April 15, 2008Legislation Information AlertAB 2890 (Duvall) School Finance: Categorical Education Block Grant Funding — Oppose AB 2933 (Committee on Education) Education Finance: Categorical Programs — Oppose On April 13, 2008, an interim committee of the California State PTA Legislation Action Committee considered AB 2890 (as amended 4/3/2008) and AB 2933 (as amended 4/8/2008). This emergency meeting was called because (1) these bills represent a significant change in education funding policy, and (2) the bills were amended after the most recent Legislation Action Committee met to consider pending legislation. Based on a review of the bills in relation to current PTA resolutions and position statements, the committee voted to oppose both bills because they conflict with PTA policies. In particular, the provisions of both bills do not meet the standards for support contained in Position Statement 4.5.14 Education: Categorical Programs. An education advocate will testify against AB 2890 and AB 2933 when they are heard by the Assembly Education Committee on Wednesday April 16. |
