June 14, 2006California State PTA Needs Your Recommendations for the School Accountability Report CardThe School Accountability Report Card (SARC) is mandated by provisions of Proposition 98, the school finance measure approved by California voters in 1989, and is vital for informing parents and community members about the demographics, education practices, and student achievement at their local schools. However, since its inception numerous items of information and data have been added to the SARC so that its length and complexity have made it increasingly difficult to read and understand, thus limiting its usefulness as a communication tool.Currently, two attempts are being considered to modify and simplify the SARC. First is the introduction of AB 1510 (Alquist), which would repeal some of the SARC requirements, and add a date by which the report must be published each year. The California State PTA supports AB 1510. The second attempt to streamline the SARC and to improve its readability is an effort by the California Department of Education (CDE) to develop a new SARC template for use by local schools. The new template will be presented to the Sate Board of Education for approval at its July 2006 meeting. PTA members now have an opportunity to influence what is included on the SARC template that will ultimately be approved and available for schools to use in presenting information to parents and the public. Both the CDE and the State Board want to know what parents would like deleted or included on the School Accountability Report Card. You, your PTA members, or other members of your community are encouraged to submit ideas and recommendations for streamlining the SARC template. Please send your ideas and recommendations to info@capta.org by June 20, 2006. Your comments will be forwarded to the CDE to consider as the SARC template is revised, and presented to the State Board of Education for approval in July.
