Arts Legislation:

PTA/ CAAE sponsored arts bill SB 469 (Scott)
SCR 5 (Scott) Standards-based instruction

The California State PTA and the California Alliance for Arts Education (CAAE) are co-sponsoring SB 469 (Scott), which will be heard in the Senate Education Committee on Wednesday, April 2, 2003. This bill states specifically that funding for instructional materials may be used to purchase standards-aligned materials for the visual and performing arts, foreign language, and health.

Senate Concurrent Resolution (SCR) 5, introduced by Senator Jack Scott, would declare the Legislature's acknowledgement and support of standards-based instruction in the visual and performing arts in all California public schools, pre-kindergarten through grade 12, inclusive. On March 12, SCR 5 was passed in the Senate Education Committee.

These bills strengthen the position of arts education as a “core” subject area. The PTA is very pleased to co-sponsor SB 469 with the CAAE. Help Support State Arts Work Grants

“Arts Work” grants have played a vital role in helping districts develop new or extend existing programs that align with the visual and performing arts content standards for California public schools. Specifically, the grants have been instrumental in helping to bring excellent dance, music, theatre and visual arts programs to students in our schools.

Now the Arts Work grant program is slated to be discontinued due to the state budget situation. It is the only support program for the arts provided through Proposition 98 funding. There is a chance it can be saved if administrators and legislators hear your voice.

The California Alliance for Arts Education Web site provides excellent and concise advocacy information on saving the “Arts Work” Grant Program. Please go to www.artsed411.org. On the home page, click on Advocacy Information. Then click on Action alerts. Information is provided on the issue, the impact of the Arts Work grants, and where to write. Your letters will definitely count!

Arts Education: Policies, Priorities and Profiles
Conference May 15-17, 2003 in Los Angeles: PTA Special Program

The fourth annual “Arts Work” Conference is May 15-17, 2003, at the Sheraton Universal Hotel in Universal City, Los Angeles. “ARTS EDUCATION PROGRAMS: PRIORITIES, PROFILES, POLICY” is the focus of this statewide conference bringing together those who are making arts education happen in California schools. The conference will be of great value to PTA members in their advocacy for arts education in our schools.

Special One Day Session Offered for PTA Members

A special session is being offered just for PTA members on Saturday, May 17. If you cannot register for the whole conference, you may attend a one-day or partial-day session at the rates indicated below.

The one-day rate is from 8:00 a.m. to 12:30 p.m. and includes the breakfast and keynote speaker Larry Scripp, the PTA Special Session from 9:45 a.m. to 11:45 a.m., and a Special Presentation from 12 noon to 12:30 p.m. ($50).

The partial-day is from 9:45 a.m. to 12:30 p.m. and includes the PTA Special Session, and the Special Presentation ($30).

The PTA session will include speakers and discussions on how to work with your school district to complete an arts education survey, how to use the survey results to get results in providing arts education for students. You will be directed to effective resources.

The Alameda County Board of Education has created an extensive Web site promoting the value of arts education. Information on how to plan and prepare events, as well as promote events are particularly helpful. It also includes advocacy information.

VSA arts is an International organization that creates learning opportunities through the arts for people with disabilities. VSA arts programs now serve 4.3 million Americans and 1.3 million people in other parts of the world.
